~, or Tilde (http://en.wikipedia.org/wiki/Tilde), has several real uses in language; however, none of those are the reason for ~'s usage at Gamingforce.

History

~ at GFF was mainly started by lav. His reasons for using ~ are still unknown. Through other members, ~ began to spread quickly. At first, like all GFFads, it was hated by some of the "Oldbies" but it was soon adopted by all.

According to Pangalin

It's actually just a gimmick from manga-style dialogue, which is about what you would expect from Lav. Normally it's meant to indicate a continuous sound or tone: "Noooooooooooooo" becomes "No~". The tilde indicates that the preceding sound continues until otherwise indicated. Lav was presumably doing it to be "cute" and nobody else really got the joke. However, this is, of course, horribly wrong as ~ relates neither to manga or anything.

Usage

The character is basically used whenever a person wants to, sometimes in multiples.

As is shown, ~ can be used for whatever reason a person may desire, thus making it quite a versatile fad.
